Steps to introduce footwear marking

On the 1st of July 2019 registration starts for economic agents of the footwear industry.

Starting from the 1st of October 2019, access will be provided to devices for registering emission of marking codes, along with the beginning of voluntary marking, transmitting the data to the track & trace system and marking leftover footwear stock.

Starting from the 1st of March 2020, circulation of non-marked footwear is prohibited.

By 1 April 2020 mark the remains acquired before 1 March 2020 but received after 1 March 2020.

Track & trace of footwear goods

A means of identification (Data Matrix code) will be applied to footwear.
Data on introduction of the goods into circulation are entered into the monitoring system.

Information about the transfer of ownership of goods is entered into the system:

  • Using the personal account and integration of the accounting system of the economic agent.
  • Using electronic universal transfer documents (UTDs) where product codes are specified.
Document exchange uses e-documents flow (EDF). ID codes of the goods may be aggregated into the shipping package and transmitted to the system containing the shipping package codes, if necessary.

Information about retail sale to the end consumer is transmitted using cash register equipment at the moment of creating a sales receipt.

Footwear marking code Data Matrix consists of:

  • Code of the goods, 14 numerical digits
  • Individual serial number of the goods item generated by the system operator or economic agent, 13 digits
  • Verification key provided by the system operator, 4 digits
  • Verification key provided by the system operator, 88 digits
Data Matrix marking code is applied to the retail package, product tag or footwear (according to GOST P ISO/IEC 16022-2008 «Automatic identification. Bar-code application. Data Matrix symbols specification» Russian standard).

The price for the marking code is approved by the Resolution of the Russian Government No. 577 dated 8 May 2019, and is RUB 0.5, exclusive of VAT.
Footwear industry economic agents must obtain marking codes to introduce goods into circulation in the following cases:
  • Manufacturing of new goods; code is applied before shipping the goods from the manufacturing location
  • Importing goods into Russia:

    — If imported from EAEU countries, codes are applied before actual import of goods into Russia
    — If imported from other countries, codes are applied before starting customs clearance
  • Return of goods by the end consumer, if the marking code is lost
  • Marking leftover stock
  • Re-application of marking, if Data Matrix code is lost, for instance
  • Acceptance of goods for commission from individuals
To obtain codes, it is necessary to:
  • Register a personal account
  • Enter the information about the goods into the monitoring information system
  • Get access to the marking codes emission registration device; free access will be granted from 1 October 2019 by the system operator
  • Order the marking codes and apply them to the goods
INSTRUCTIONS
To work with the digital marking, economic agents will need:
  • An encrypted digital signature (EDS) that may be obtained from one of the certification centres accredited by the Russian Ministry of Communications and Mass Media
  • A 2D bar-code scanner to read Data Matrix codes
  • Any printer (standard office printer or label printer) for printing Data Matrix codes
  • An online cash register for retail sales (you may need to update the firmware)
  • Setup of document exchange using e-documents flow systems
  • When working with goods accounting software, an economic agent may integrate it with their personal account in the track & trace system (they may do it themselves or engage an integrator)

Quick start guide to work in the track & trace system for footwear

Register an encrypted digital signature for your company CEO or sole proprietor
You can obtain a digital signature certificate from one of the certification centres accredited by the Russian Ministry of Communications and Mass Media.
If you already have a digital signature, you can use it.
IMPORTANT: The signature must be issued to a person that is authorised to act on behalf of the legal entity or sole proprietor without a power of attorney and is specified in the Uniform State Register of Legal Entities or Sole Proprietors.

Install the software to work with the digital signature
The software (CIPF, token drivers, etc.) and installation & setup manuals are provided by the certification centre that issued the certificate for the digital signature.

Register in the monitoring system
To complete registration, follow the instructions:
In the window that opens, click the Register link.
In the digital signature field sel ect the company CEO’s encrypted digital signature fr om the drop-down list. The form displays the company information. If no email address displays, please specify one.

Step 1. Participant data
Data of the participant are displayed on the basis of the electronic signature, data in the Uniform State Register of Legal Entities/Uniform State Register of Sole Proprietors. If data are displayed improperly, please contact support: support@crpt.ru.
You must specify contact data and participant type.
Then perform the following actions:
  • Specify product groups you work with
  • Specify your participant types. You can select several types

Step 2. Users
Several people can work in the track & trace system concurrently. New employees may only be registered from the CEO’s personal account. To add a user, you will need their EDS certificate.
Then perform the following actions:
  • Click Add User
  • Fill in user’s last name, first name and email
  • Upload the EDS certificate of the employee being added and click Add
  • After you add all employees, click Continue
This is an optional step; you can come back any time to the step from your Profile section.

Step 3. Banking details
To work with the track & trace system, you must conclude a contract with Operator-CRPT LLC. For this purpose, you must provide your banking details.
Then perform the following actions:
  • Fill in or select from the list the name of your bank and enter the account details
  • Click Continue
This is a mandatory step to continue working with the system.

Step 4. EDF operators
The track & trace system requires mandatory electronic documents exchange between economic agents. For this purpose, e-documents flow (EDO) systems are utilised. If you have not concluded a contract with an EDF operator, you can connect to a free EDF operator—Operator-CRPT. The free plan provides only exchange of track & trace system documents.
Then perform the following actions:
  • Select the IFTS to which your company reports
  • Fill in the mandatory fields
  • If you plan to use your EDF operator’s services, select your EDF operator from the list and specify the ID
  • You can specify multiple EDF operators to work with the track & trace system

The products must be described before obtaining the codes.
Full description of new products and leftover stock by 12 attributes shall be provided in the GS1 RUS personal account. Short description of leftover stock by 4 attributes shall be provided in the Chestny ZNAK personal account.
12 attributes for a full description:
  • INN of the Economic Agent
  • Model of the manufacturer
  • Manufacturing country
  • Type of footwear
  • Type of material used to produce the footwear upper
  • Type of material used to produce the footwear lining
  • Type of material used to produce the bottom part of footwear
  • Trademark (if any)
  • Colour
  • Size in Paris points
  • Name of goods on the tag (in free form)
  • The first four digits of the Trade Classification of Foreign Economic Activities of the Eurasian Economic Union code (TC FEA EAEU code)
4 attributes for a short description:
  • INN of the Economic Agent
  • Type of footwear (men’s, women’s, children’s)
  • The first two digits of the Trade Classification of Foreign Economic Activities of the Eurasian Economic Union code (TC FEA EAEU code)
  • Method of introduction of goods into circulation (imported to Russia, manufactured in Russia)
After describing the products, you can order digital marking codes for them. A unique code shall be issued for each product. If you have 10 identical pairs of shoes, you need to order 10 digital marking codes.
In case of ordering codes for leftover stock, please indicate it in the field 'Way of putting products into circulation'. Codes for leftover stock can be obtained until 1 March 2020. They are issued free of charge.
You can import a file with ordering several items at once. To do this, fill out the template and upload it to the order management system.
An order may be rejected, in which case you can see the reason for the refusal. For example, an incorrect product code could be specified.
You can print out the final DataMatrix file with the codes on a label printer or any office printer and apply the code to the products.
Remember that the ordered codes are stored in the system for 60 business days.
After you have received the codes and applied them to the products, you must put the codes into circulation.
This operation is performed in the member’s personal account, In the 'Documents' section.
Products must be put into circulation in the following cases:
  • Manufacturing of new goods; code is applied before shipping the goods from the manufacturing location
  • Import of goods into the Russian Federation (In case of importation of goods into the Russian Federation from countries that are not EAEU members, they are put into circulation after passing through customs procedures)
  • Return of goods by the end consumer, if the digital marking code is lost
  • Digital marking of leftover stock
  • Re-application of marking, if Data Matrix code is lost, for instance
  • Taking goods on commission from individuals
