Track & trace for medicals
To implement the track & trace system for medicals, a dedicated information system was developed to monitor pharmaceutical product circulation (IS MDLP). The system is intended for use in the healthcare industry and is operated by the Centre for Research in Perspective Technologies (CRPT).

This digital marking process is designed to prevent the manufacture and circulation of counterfeit and falsified products.
A Data Matrix marking code is applied to secondary (retail) level of packaging. If there is no secondary packaging, the code is applied to the primary packaging.

The code consists of four data groups:

  • mandatory manufacturer data: GTIN and a serial number (14 and 13 digits, respectively);
  • mandatory operator data: verification key (4 digits) and e-signature (encrypted part, 44 digits).
The code is requested from the operator through the emission recorder, and the system issues the code within two hours.

The price for the marking code is approved by Resolution of the Russian Government No. 577 dated 8 May 2019 and is RUB 0.5, exclusive of VAT.

Non-marked packages produced before the date of mandatory marking introduction can be sold until the expiry of the pharmaceutical products.

The track & trace system assigns a unique Data Matrix code to each product. Each code is encrypted to ensure that it cannot be massively copied or forged.

  • When did marking become mandatory for all medicines?

    In accordance with the requirements of the Federal Law dd. April 12, 2010 (rev. dd. June 04, 2018) mandatory marking was introduced on January 01, 2020. According to the Decree of the Government of the Russian Federation No.1557 dd. December 14, 2018 “On the peculiarities of implementation of the track and trace system of medicines for medical use”, mandatory registration of circulation participants in the user account of MDLP IS for medicines from the list of high-cost nosologies began from July 01, 2019, marking of 7VZN medicines became mandatory from October 01, 2019.

Enchanced Qualified Electronic Signature (EQES)
  • Which types of documents regulate obtainment and use of EQES?

    Relations in the field of the use of electronic signatures are regulated by the Federal Law dd. April 06, 2011 No. 63-FZ (rev. June 23, 2016) “On electronic signature” and the Decree of the Government of the Russian Federation dd. June 25, 2012 No. 634 “On types of electronic signature, the use of which is permitted when applying for public and municipal services”.

  • Procedure for obtaining EQES

    1. Choose a certifying center (a list of accredited certifying centers is available on the website of the Minkomsvyaz of the Russian Federation
    2. Issue a request to obtain QES;
    3. Pay the bill after confirmation of the request;
    4. Collect and provide a set of documents to certifying center;
    5. Obtain a certificate of qualified electronic signature;
    6. Cryptographic software may be required to work with QES (composition may vary depending on the application of QES);
    7. QES is issued with electronic keys. Key models must be certified by FSTEC (the Federal Service for Technical and Export Control) and/or FSB (the Federal Security Service). 

  • Error “OGRNIP in EQES certificate is missing or incorrect” occurs when registering in the system.

    The EQES certificate used for logging in contains the data of an individual, which is contrary to the requirements for execution of EQES for registration in MDLP FGIS.It is recommended to obtain the EQES issued to the name of the head of the organization with indication of the position, which is registered in the EGRYL (Unified State Register of Legal Entities).
    The rest of the data in EQES, including INN, must correspond to the data of the organization itself. The requirements for EQES can be found at link.
    EQES can be obtained in any accredited certifying center in your city, the list can be found on the website of the Minkomsvyaz at link.
    After obtaining the EQES, it is recommended to repeat the attempt to register in the user account.

  • How to receive new certificate or update old one when it has expired.

    To update the certificate, click the Access recovery for manager button on the https://mdlp.crpt.ru page and select the operation type Add new EQES certificate for manager. If the old certificate is missing, you can use the link “Access Recovery” on the https://mdlp.crpt.ru page and choose the operation type “Add new manager”.

    Please note that this functionality is only available to the head of the organization, which is specified in the EGRYL registry.

  • What to do if the head of organization has been changed.

    It is necessary to get a new EQES under the name of new head of the organization (requirements to the EQES can be found at link.), by using the link “Access Recovery” on the page - https://mdlp.crpt.ru and choose the operation type “Add new manager”.

    Please note that the operation is available only if the data about the new head is already present in the EGRYL (Unified State Register of Legal Entities). Data can be checked on the FTS website.

    To register on the Sandbox test environment, Integrators shall send a request to the technical support service support@crpt.ru.

  • What is the procedure for obtaining emission registrars for testing?

    To access the test emission registrar, it is necessary to register on the integration environment. To do so, send the request to the following e-mail address - farma@crpt.ru. Letter with request shall have the following subject: “Request for granting access to the integration environment Pharma”.
    Request shall contain the following data:

    • INN (or analog);
    • OGRN/OGRNIP (it is not required for non-residents of the Russian Federation);
    • Name of organization ;
    • Registration number in the Sandbox of MDLP FGIS (it shall be specified if there is user account in the Sandbox of MDLP FGIS);

  • Can the disposal registrar be configured to transmit information to the Sandbox test environment?

    The disposal registrar is configured on the production environment of MDLP FGIS. The setting of DR on the Sandbox test environment has not been implemented and there are no plans for implementation in the near future.

      You can correct the following errors by means of the posting scheme:

  • Do we need to try to register our information again in case of unsuccessful processing within 15 minutes?

    No, distributers do not need to do this. Medicines may be sold to a counterparty.

    No, scheme 702 can not be used for medicines in the high-cost nosologies program (VZN).

  • Will the posting operation 702 be available for medicines, for which there is no information on introduction into circulation?

    Yes, scheme 702 can be used starting from the “marked” (awaiting release) status.

  • If the distributor received medicines from another distributor and had to use scheme 702 when doing so, and then shipped these medicines to a medical facility under direct acceptance, should the shipping scheme be 415?

    In case of successful posting as per scheme 702, the distributor then sends the information according to the existing business processes.

  • How do we use scheme 702 if we get error 11 when sending scheme 415 (direct order) and error 11 when accepting notification 601 (scheme 701)?

    If you get an error or have to wait too long for a receipt (more than 15 minutes) when shipping the medicines as per scheme 415, you may physically ship the medicines to the counterparty.If you get an error when accepting the medicines from supplier as per scheme 701 or if you have to wait for a receipt for more than 15 minutes, you may use posting operations as per scheme 702 or move the medicines onward along the distribution chain.

  • An error occurs when sending scheme 341, the organization sends scheme 703, medicine status changes to “arrived”. Is it true that 335 and then 341 shall be sent next?

    In case of import (not from the EAEU), the Federal Customs Service will transfer the mentioned information in RZN AIS. If, when sending the information, you get an error or do not receive the receipt response in 15 minutes, you may move the medicines onward along the distribution chain and further ship them to the counterparty. If the pharmaceutical entity, as well as the importer, want to perform some operations involving the chain completion with receiving of final “in circulation” status, then in case of scheme 703 the SGTIN status will change to “arrived” and the following information will have to be submitted according to the Passports of Processes of MDLP FGIS.

  • What if the marking code does not comply with the legal requirements? Acceptance and disposal of packages can not be processed.

      For medicines with incorrect marking codes, take one of the following actions:

    • If the medicine is manufactured starting from July 1, 2020 (except for the 7VZN list), then the medicine is returned to the supplier;
    • If the medicine has an attribute of 7VZN list and is manufactured starting from October 1, 2019, then the medicine is returned to the supplier;
    • In all other cases, the medicine is withdrawn without the use of DR, by means of operations 521/531.

  • What do we do about the MC crypto tail error? For example, if our accounting system or disposal registrar fails to withdraw the medicine from circulation because of the MC error?

    For medicines with incorrect marking codes, take one of the following actions:

    1. If the medicine is manufactured starting from July 1, 2020 (except for the 7VZN list), then the medicine is returned to the supplier;
    2. If the medicine has an attribute of 7VZN list and is manufactured starting from October 1, 2019, then the medicine is returned to the supplier;
    3. In all other cases, the medicine is withdrawn without the use of DR, by means of operations 521/531.

  • What steps should a medical organization take if the DR does not work?

    If the DR device fails to withdraw the medicine, the medical organization should immediately contact the Operator’s technical support service and describe the problem. While the disposal registrar device is under repair or awaiting replacement, medicines may be withdrawn from circulation by submitting the information to the MDLP FGIS according to scheme 531.

  • How can we generate and load the posting scheme in MDLP FGIS?

    There are three ways to generate the posting scheme in MDLP FGIS:

    1. Using the user account functions in MDLP FGIS while preparing the scheme manually;
    2. Using the Pharma.Simple (Фарма.Просто) service (uploading the information to GAS via API or other interfaces);
    3. 3Using your own GAS (if you have one).

  • How will the supplier know that the organization has posted the supply?

    MDLP FGIS has a function of notifying the goods owner according to the system information as per scheme 627 in case the receiver performs the posting operation as per scheme 702.

  • What do we do in case of a delay of more than 24 hours with goods that can not be posted?

    You should proceed with physical operations involving the supply: move between business places, withdraw from circulation (retail sale, release at subsidy, disposal to medical organizations).

  • Can we use the posting scheme right away, without first trying to process the acceptance by standard means (i.e. loading of scheme 416)?

    Yes, you can. In this case circulation participants may choose an appropriate scheme on their own.

  • If scheme 416 has been submitted and a receipt has been obtained from MDLP FGIS, but the supplier has not accepted, do we need to cancel scheme 416 before submitting the posting scheme?

    No, you do not need to cancel the reverse acceptance operation in this case. You may sell the goods using CRE/DR.

  • What do we do if we get the “Attempt to change the state of enclosed ICM” error when we try to send scheme 416 or 702?

    You need to inform the supplier that the pallet needs to be disaggregated. If the supplier refuses to perform this operation, you may sell the goods using CRE/DR.

  • How can we report acceptance to MDLP FGIS if the organization uses the direct acceptance procedure and has not received a notification from the supplier?

    You need to try loading scheme 701, which includes code information on packages that have been actually received within the supply. If the selected scheme is not successfully registered in 15 minutes, you may use scheme 702 if necessary.

  •  Can we proceed with physical operations involving the goods if we get an error in response to scheme 702?

    Yes.

  •  Can we process the posting operation if the sender is not added on the trusted counterparties list?

    Yes.

  • How do we return the medicines if the pharmacy has processed acceptance as per scheme 702, but then has to return the goods to supplier?

    In this case the distributor needs to post the goods as per scheme 702.

  • If the supplier sends any goods with “marked” or “arrived” status, will scheme 702 allow us to post such goods?

    Yes, it will. Scheme 702 has been expanded for SGTIN statuses, including “arrived” and “marked” (in case of Russian manufacturers).

  • When sending scheme 702, it is rejected: “Attempt to change the state of enclosed ICM” or “Operation cannot be executed. Unacceptable switch to product supply chain”. What does the pharmacy that has such medicines need to do next?

    If the pharmacy or medical organization accepts the medicines, it just needs to send the acceptance information and, without waiting for a receipt, withdraw the medicines from circulation by scanning the code using DR/CRE.

  • Our pharmacy received some marked goods: several factory boxes and several in pieces. Can we send the SSCC (for factory boxes) and SGTIN (for piece goods) information in the same document?

    Yes, MDLP FGIS allows you to send SSCC and SGTIN information in the same acceptance document.

  • Is the order of data provision to MDLP FGIS the same as stipulated in the Decree on the MDLP FGIS if the participant does not receive a receipt on data acceptance in 15 minutes upon providing and performing further operations with the medicine?

    If the pharmaceutical entity uses posting scheme 702, it shall send the next operation of registering the information on medicine circulation in accordance with the Passports of Processes of MDLP FGIS.

  • Can a pharmacy sell medicines if scheme 416 has been declined? Or do we need to send scheme 702 and only then release the medicines in this case?

    In this case we would recommend sending scheme 702 so that the organization puts the medicines on its books. It is not prohibited to release the medicines after an attempt to send scheme 416.

  • The medicine is marked under the documents, but it was actually produced before 01/07/2020 and when scanning the code in Chestny ZNAK app, it says that marking is not mandatory. Do we need to remove marking attribute and sell the goods by bar codes?

    We would recommend putting such goods on the books according to a simplified scheme 702 and withdraw them as usual marked goods.

  • Do we need to scan each SGTIN when accepting a shipping package if we use scheme 702?

    No, scheme 702 allows you to accept medicines by SSCC (shipping packages).

  • What do we do if some other counterparty starts scheme 702 and our organization is not the owner anymore? Do we need to check the owner’s ICM status from time to time?

    No, you are not required to constantly check the ICM status. If some other entity uses scheme 702 for your medicines, you will be notified in the form of scheme 627.

Emission recorder (ER) is a cryptographic hardware and software tool that is required to obtain digital marking codes through encrypted channels and transmit information about their application to each drug package to the Chestnyy ZNAK system. The manufacturer can install the recorder directly at the production facility or in the operator’s data centre with the provision of remote access (recommended).

A removal monitor is a device for recording the fact of the sale of pharmaceutical products to patients by reduced-price prescriptions and withdrawal from circulation to provide medical care.
Removal monitors are required: for healthcare institutions and pharmacies participating in the High-Cost Nosologies Federal Programme. Removal monitors are not required to be installed in other pharmacies. Withdrawal of pharmaceutical products is recorded in the track & trace system through cash register equipment.
If you need a removal monitor:
  • You can fill out the application form for an emission recorder and a removal monitor via your personal account in the Profile section, the Questionnaires and Contracts subsection. Questionnaires are available only to pharmacies participating in the circulation of pharmaceutical products for the treatment of high-cost nosologies. Other pharmacies do not have this form of questionnaire in their personal accounts. If your pharmacy participates in the circulation of pharmaceutical products for the treatment of high-cost nosologies, but the questionnaire is not available, contact the tech support.
  • Obtain and sign the package of documents from the CRPT for the conclusion of an agreement for the provision of the recorder and its maintenance service. Equipment is delivered in accordance with the terms of the agreement, usually within 30 calendar days after signing the documents. The device and its maintenance services are provided at the expense of the marking operator.

  • Follow the instructions to fill out the application form for a removal monitor via your personal account in the Profile section, the Questionnaires and Contracts subsection. If the questionnaire is not available, contact the tech support.
  • Obtain and sign the package of documents from the CRPT for the conclusion of an agreement for the provision of the recorder and its maintenance service. Equipment is delivered in accordance with the terms of the agreement, usually within 30 calendar days after signing the documents. The device and its maintenance services are provided at the expense of the marking operator.
