Track & trace for footwear

On 1 June 2018, the track & trace experiment for footwear using digital Data Matrix codes commenced in accordance with Resolution No. 792-r of the Government of the Russian Federation dated 28 April 2018.

Within the scope of the experiment, a project expert group for marking was created as part of the inter-agency industrial working group for the prevention of the illegal circulation of goods. The project expert group included representatives from chains, wholesale companies, and footwear manufacturers.

On 7 June 2018, the Ministry of Industry and Trade of Russia held a meeting of the project expert group. Based on the results of the meeting, decisions were made to develop and approve the Plan of Activities for implementation of the experiment.

The Center for Research in Perspective Technologies has conducted presentations of the equipment which is planned for use in the process of ordering, marking and remarking footwear, as well as for operations at the labelling and marking centers, etc.

How to become a participant/partner

To take part in the track & trace experiment for footwear, the following is necessary:

1. Submit an application to participate in the experiment on the Chestny ZNAK website.

2. An experiment participant must:

  • have an enhanced, encrypted and certified e-signature;
  • have a hardware-software complex connected to communication channels, that provides automated interaction with the Track & trace IS operator to obtain marking codes;
  • have a computing system able to create and certify electronic documents with an encrypted e-signature which is required for interacting with the Track & trace IS operator (requesting identification tools, information about their use, notifications) and for working within the Personal Account.

3. Experiment participants who conduct retail sales, including of footwear received from private individuals, and who are not individual entrepreneurs (with the exception of goods that had been previously purchased and later returned by private individuals who are not individual entrepreneurs), as well as experiment participants to whom the requirements for the use of cash register equipment apply, as per Federal Law No. 54-FZ «On the Use of Cash Register Equipment when Making Payments within the Russian Federation» dated 22 May 2003, as amended by Federal Law No. 290-FZ «On the Use of Cash Register Equipment when Making Cash Payments in Cash and/or Payments using Payment Cards, and Individual Legal Acts of the Russian Federation» dated 3 July 2016, must ensure the fulfilment of the following mandatory conditions:

  • have tools for scanning and recognition of identification marks linked to cash register equipment;
  • enter into a contract with the fiscal data operator on the transfer of fiscal documents to the Track & trace IS related to the footwear marked using identification tools.

About the experiment
  • Who made the decision to introduce the track & trace for footwear in Russia, and when? Which state authorities will oversee this system?

    In accordance with Resolution No. 792-r of the Government dated 28 April 2018, digital marking will become mandatory for the footwear industry as of 1 July 2019.
    In accordance with the Resolution No. 620 of the Government of the Russian Federation dated 30 May 2018, the pilot project for footwear marking was launched on 1 June 2018. It will last until 30 June 2019. The operator of the track & trace system has appointed a subsidiary of the Center for Research in Perspective Technologies, CRPT Operator, which was created to implement the Unified national track & trace digital system known as Chestny ZNAK.

  • How can I take part in the pilot project?

    To take part in the experiment, the following is necessary:

    • submit an application on the Chestny ZNAK website at https://chestnyznak.ru/business/projects/footwear/#terms-participation;
    • receive an enhanced, encrypted and certified e-signature at accredited certification centres;
    • have a hardware-software complex connected to communication channels, that provides automated interaction with the Track & trace IS operator to obtain marking codes;
    • have a computing system able to create and certify electronic documents with an encrypted e-signature which is required for interacting with the Track & trace IS operator (requesting identification tools, information about their use, notifications) and for working within the Personal Account.

  • How will footwear be marked?

    To mark footwear, identification tools with marking codes will be used to apply a two-dimensional digital Data Matrix code and an alpha-numerical sequence (31 marking code symbols: first, second and third groups) to the consumer packaging, the product tag, or the product itself.

    The composition of the marking code comprises:

    1) global trade item number (GTIN), 14 digital symbols;

    2) individual serial number of the goods, which is generated by the Track & trace IS operator or the economic agent, 13 symbols of the digital or alpha-numeric sequence (Latin alphabet);

    3) Foreign Economic Activity Commodity Classification of the EEU, 4 first symbols of the 10-digit code of the Foreign Economic Activity Commodity Classification of the EEU;

    4) verification key, provided by the Track & trace IS operator as a part of the verification code, 4 symbols;

    5) e-signature, provided by the system operator as a part of the verification code, 88 symbols (numbers, lower and upper-case letters of the Latin alphabet, as well as special symbols).

    This method of footwear marking makes it possible to store and use the marking code as a two-dimensional, DataMatrix digital code in the internal systems of economic agents, accompanying documents, etc., without the risk of copying or theft.
    The identification tools with marking codes are generated centrally within the Chestny ZNAK unified track & trace system in the form of a two-dimensional, digital DataMatrix code.

  • What are the technical requirements for economic agents with regard to track & trace for footwear?

    After economic agents become participants in the experiment, the system operator will provide them with a hardware-software package, including an order management system (OMS) and a marking code issuing device, that ensure automated interaction with the system operator for ordering and receiving marking codes to form identification means. The system operator shall provide the hardware-software package at its own expense and carry out set-up and adaptation of the system’s operation free of charge.
    Economic agents do not need to replace any existing or additional equipment, including cash registers, scanners, or printers, for the processes related to circulation of the goods subject to mandatory digital marking.

  • What costs does an economic agent incur in the process of implementing the track & trace system?

    During the voluntary experiment, the traceability service is offered free of charge. Later on, the cost of the operator’s services for generating a marking code and subsequently tracing the goods will be determined by the Government of the Russian Federation. At present, the cost of the operator’s service is evaluated at 50 kopecks per unit of goods.

  • Is it being possible to set aside a certain amount of codes?

    Pre-booking codes is not required since an economic agent can order any number of codes in advance and apply them at any time (the period of time from ordering a code to printing a label and applying it to the product is unlimited and not regulated).

  • How long does it take to receive digital marking codes on request?

    The track & trace system processes dozens of thousands of requests simultaneously:

    • requests of up to 100,000 codes take a tenth of a second, regardless of the total number of requests;
    • for larger volume, such as 1 million codes from one participant during peak periods, maximum waiting time can reach up to 15 minutes and depends on the receiver’s internet speed. In case of an unstable Internet connection, it is recommended to divide the entire volume of requests, for example, into batches of 100,000 codes each to obtain the required codes as fast as possible.

  • What information is needed to order a code?

    To order a code, you need to indicate the GTIN (you can get this from GS1 by describing the product’s properties: manufacturer/importer, footwear type, product name on the label, upper materials, sole, lining, size, colour, etc.), serial number (if generated by the economic agent), Foreign Economic Activity Commodity Classification codes, methods of delivery of the generated code.   • Who issues the GTIN?

    The GTIN is issued by GS1. CRPT is considering the possibility of setting up business processes for participants in such a way that goods are described only once, and all market players and importers would use a single GTIN for the same product.

  • At what point is a product considered to be introduced into and removed from circulation?

    Introduction of goods into circulation:
    For Russian manufacturers, a product is introduced into circulation by submitting data to the Track & trace Information system (IS MP) after manufacturing and marking and before the commencement of its circulation (product circulation — its delivery to the territory of the Russian Federation, its storage, transportation, receipt and handover, including their purchase and disposal (sale) within the territory of the Russian Federation).
    For importers, a product is introduced into circulation by submitting the data to the Track & trace Information system (IS MP) before the marked goods undergo customs procedures; after customs procedures are completed and a permit is obtained to bring the marked goods into the territory of the Russian Federation, the product is considered to be introduced into circulation.
    Removal of goods from circulation:
    • selling the goods to the final consumer at a store through the online cash register, generating a receipt for tax purposes with a marking code, transferring data on the removal of goods from circulation to the Track & trace Information system (IS MP);
    • purchasing goods for purposes other than subsequent realisation (sale) (e. g. sale of special-purpose footwear). Goods are removed from circulation at the moment in which they are sold to a legal entity and individual entrepreneur for purposes other than subsequent sale. However, if the buyer wishes to sell the goods to another legal entity or individual entrepreneur, they must mark the goods and introduce them into circulation before the sale. Otherwise, such realisation (sale) would be considered as the illegal turnover of goods;
    • in case of export — the goods are removed from circulation after they cross the border of the Russian Federation, having passed through customs procedures.

  • When and how are importers to mark their goods?

    Importing companies are responsible for digital marking of goods until they are placed under customs procedures. The goods delivered for actual customs control clearance shall be delivered with identification tools and marking codes in the form of a Data Matrix bar code. Goods outside the Russian Federation can be marked at the production location or at any point of sorting or packaging before placing the goods under customs procedures.

  • What is the Labelling and Marking Centre (LMC)?

    LMC is an organization authorised by the operator of the Unified national track & trace digital system to produce labels with pre-applied marking codes based on requests from manufacturers and/or importers of goods. Labels can be simple or protected, with copy prevention elements.
    The principal goal of LMC is to provide manufacturers and importers with a simple method of marking by applying labels manually or using semi-automatic methods to goods produced in small series.
    LMCs for marking imported goods will be available outside of the Russian Federation and allow foreign manufacturers to order a label with a digital code if they do not have the necessary printing equipment installed.
    It is necessary to mention that goods labelling and marking centres are not opened by the Centre for the Development of Perspective Technologies. It is a free market, not regulated by an operator.
    Advantages of using LMC services:
    For Russian economic agents:
    • there is no need to conduct software integration and validation with Chestny ZNAK system;
    • the marking process is simple, but requires mandatory validation of the marking code after its application;
    • no need to acquire equipment for generation of marking codes with cryptographic protection;
    • receiving a finished product label for marking or remarking goods that are produced or subject to remarking within the territory of the Russian Federation.
    For importers:
    • no need to acquire equipment for generation of marking codes with cryptographic protection;
    • no need to change the supplier of the finished product label;
    • the receipt of a finished product label is an existing business process.

  • Do foreign online stores have to mark their goods for Russian customers?

    If goods are purchased online from a foreign store for personal use, they do not have to be marked and can be delivered to a private person. If the person who purchased the goods for personal use plans to resell/transfer the goods for the purpose of sale to a legal entity, the goods must be given a marking code and introduced into circulation within the territory of the Russian Federation.

  • What is to be done with goods returned to the store by the buyer?

    If the buyer has returned goods with an undamaged marking code, then the goods are introduced into circulation again through the Personal Account in the Track & trace system (IS MP) with the old marking code.

    If the buyer has returned goods with a damaged marking code, the seller must assign a new code to the goods.

  • Do the exhibition and experimental samples have to be marked?

    No, these groups of goods are not in circulation and are not subject to marking.

  • What browser should I use to work in the track & trace system for footwear (IS MP)?

    Any browser that supports JavaScript can be used to work with the Product Track & trace Information System (IS MP), including Internet Explorer 10, Safari 10, Chrome 66, Mozilla Firefox 59 and Opera 52. Or their newer versions.

  • I do not have an enhanced, encrypted and certified e-signature. How do I register in the footwear marking system (IS MP)?

    If you do not have an enhanced, encrypted and certified e-signature, you will need to contact one of the certification centres accredited with the Ministry of Digital Development, Communications and Mass Media. After receiving and installing the signature, you may register in the track & trace system.   • My registration has been rejected. What do I do?

    The reason for rejection is stated in the notification of denial of registration in the Track & trace IS. Eliminate the cause of why you have been denied registration and repeat the registration process.
