Track & trace of goods
The Data Matrix code identification tool is applied to tyres; additionally, RFID can be used.
Data on introduction of tyres into circulation are entered into the monitoring system.

Information about the transfer of proprietary rights over the tyres is entered into the system:

  • Using the personal account and integration of the accounting system of the economic agent
  • Using electronic universal transfer documents (UTDs) where product codes are specified
Document exchange uses e-document flow (EDF). Where necessary, ID codes of the goods may be aggregated into the shipping package and relayed to the system containing the shipping package codes.

Information about retail sales is transmitted to the end consumer using cash register equipment at the moment a sales receipt is created.
Data Matrix code consists of:
  • Goods code (14 numerical digits)
  • An individual serial number of the goods item generated by the system operator or economic agent (13 digits)
  • A verification key provided by the system operator (4 digits)
  • A verification code provided by the system operator (44 digits)
Data Matrix marking code is applied to the retail package, light industry goods, product label or tag (according to GOST P ISO/IEC 16022-2008 «Automatic identification. Bar-code application. Data Matrix symbols specification» Russian standard) or is written on the RFID tag.

The price of the digital marking code is approved by Russian Government Resolution No. 577 dated 8 May 2019 and stands at RUB 0.50, exclusive of VAT.
Economic agents dealing with tyres must obtain digital marking codes to introduce goods into circulation in the following cases:
  • Manufacturing of new goods; code is applied before shipping the goods from the manufacturing location
  • Importing goods into Russia:

    — If imported from EAEU countries, codes are applied before crossing the state border of the Russian Federation
    — If imported from other countries, codes are applied before customs clearance procedure for release for domestic consumption or re-import are started
  • Return of goods by the end consumer, if the marking code is lost
  • Marking leftover stock
  • Re-application of marking, if Data Matrix code is lost, for instance
  • Acceptance of goods for commission from individuals
To obtain codes, you need to:
  • Register a personal account
  • Register products in the information monitoring system
  • Order the marking codes and apply them to the goods
INSTRUCTIONS
To work with digital marking, economic agents will need:
  • An encrypted digital signature (EDS) that may be obtained from a certification centre accredited by the Russian Ministry of Communications and Mass Media
  • A 2D bar-code scanner to read Data Matrix codes
  • A code label printer
  • An online cash register for retail sales (you may need to update the firmware)
  • Setup of document exchange using e-document flow systems
  • An economic agent may integrate its accounting system with the track & trace system on its own or contact system integrators
INSTRUCTIONS
General
  • What tires should be marked?

    Only tires with codes conforming to the Russian National Classifier of Economic Activities and the EAEU Commodity Nomenclature of Foreign Economic Activities should be marked:
    OKPD2:
    22.11.11 — New pneumatic tires and tire casings for motor cars;
    22.11.12.110 — Tire casings for motorcycles, cycle-cars, scooters, motorised bicycles and motor-wheelers;
    22.11.13.110 — New pneumatic tires and tire casings for buses, trolley buses and heavy-duty vehicles;
    22.11.14 — New pneumatic tires and tire casings for agricultural machinery; other new pneumatic tires and tire casings;
    22.11.15.120 — Solid or semi-pneumatic rubber tires;

    EAEU Commodity Nomenclature of Foreign Economic Activities:
    4011 10 000 3 — New pneumatic rubber tires and tire casings for motor cars (including light vans and sports cars) with the bore diameter of maximum 16 inches;
    4011 10 000 9 — Other new pneumatic rubber tires and tire casings for motor cars (including light vans and sports cars);
    4011 20 100 0 — New pneumatic rubber tires and tire casings for buses or motor vehicles for transportation of cargoes with the load index of up to 121;
    4011 20 900 0 — New pneumatic rubber tires and tire casings for buses or motor vehicles for transportation of cargoes with the load index of over 121;
    4011 40 000 0 — New pneumatic rubber tires and tire casings for motor cycles;
    4011 70 000 0 — New pneumatic rubber tires and tire casings for agricultural or forestry vehicles and machinery;
    4011 80 000 0 — New pneumatic rubber tires and tire casings for transport vehicles and machinery used in building, mining or industry;
    4011 90 000 0 — Other new pneumatic rubber tires and tire casings.

  • Are all new tires subject to marking? Must new rubber tubes, flaps and interchangeable protectors be marked?

    No, based on the experiment results it was decided to exclude several sub-groups from the marking projects. No marking is required for new bicycle tires and tire casings, new aviation tires and tire casings, as well as rubber tubes, flaps and interchangeable protectors.

  • What about used and restored tires?

    Restored and used tires should not be marked. The trade rules for restored and used tires remain unchanged.

  • How much does the code cost per a commodity unit?

    Resolution of the Russian Government No. 577 of 08/05/2019 approved a fee of 50 kopecks (net of VAT) for provision of marking codes required to generate identification tags and monitor the movement of goods subject to mandatory marking by identification tags. The fee includes generation of a marking code and its delivery to the economic agent via its personal account or through the integration of the marking system with the economic agent’s accounting system (1C Enterprise, SAP and other ERP systems). There is no minimum batch.

  • What does a marking code look like? What does a marking code consist of?

    A marking code is an alphanumeric sequence converted into a two-dimensional DataMatrix barcode, for example:



    Every marking code includes four groups of data: commodity code, individual serial number, verification key, and verification code. Below is the structure of the marking code:

    The first two symbols «01» are the application identifier;
    The next fourteen symbols «04607428679090» are the commodity code, GTIN;
    The next two symbols «21» are the application identifier;
    The following thirteen symbols «6eJIjoWH54DdU» are the unique serial number;
    The next symbol « » is a Group separator, non-printable machine-readable character with the ASCII code 29;
    The next two symbols «91» are the application identifier;
    The next four symbols «ffd0» are the verification key;

  • Is EDF mandatory to use?

    Yes, the electronic document flow tools are mandatory for providing information to the system about the acceptance and transfer of marked products.
    The system ensures the traceability of products. Traceability is ensured by a number of tools, including those for tracking ownership transfer—provision of information to the system about the change of owner using a UTD in an electronic form.

  • How to mark tires that come with the car?

    Tires that come complete with another product do not need to be marked.

  • How to sell assembled wheels?

    A tire mounted on a wheel disk is considered an element of another product (assembled wheel) and, respectively, does not need to be marked.
    Disposal of a tire separately and its inclusion into another product must be recognised in the system as disposal not related to the further sale.

  • How to register a tire with a tube in the system?

    When describing products in the catalogue, economic agents specify the type of tires by the method of their pressurisation: tubeless or tubed. In this case, the marking code is to be printed and attached to the tire, regardless whether it is tubed or not.

  • The company accepts a car under trade-in with two sets of tires, should it mark the second set?

    Used tires do not need to be marked.

  • What marking methods are available?

    The main types of tire marking are their labeling with a two-dimensional DataMatrix barcode. Currently, no specific place on the tire for labeling is defined, however, the common industry practice is putting the marking on the protector or tire side.

    Apart from the label (but not alone), identification means may also be applied to or embedded in tires as an RFID tag.

  • How to choose the marking method? What materials and printers should be used to print labels?

    Unlike most other commodity groups, tires come without packaging, so the label is applied directly to the product. Because of the different chemical compositions used in tire manufacturing, the type of label adhesive that ensures a high level of adhesion to the tire is individually tailored to the products of each manufacturer.

    You may contact your partner suppliers to specify the preferred marking method or receive the contact details of the printing house or the supplier of labels or find a company with the necessary business profile in the list of CRPT partners in the respective section.

  • What is required for tire marking with identification tag?

    Depending on the role of economic agents (manufacturer, importer, wholesale or retail distributor), various marking solutions are used; for large manufacturers and importers, these may include an industrial thermal transfer printer and labels with special adhesive composition ensuring the integrity of identification tags at all stages of tire movement along the commodity chain.

    Wholesalers and retailers do not need to regularly mark large volumes, they mark only remaining tires or re-mark products with lost or damaged labels. Depending on the volumes and conditions of storage and/or transportation of tires, the above companies may do well with low-cost, portable or stationary label printers, or even regular office printers.

  • How to sell marked tires retail?

    To sell marked tires retail, the store cash desks must be equipped with scanners reading DataMatrix barcodes and transferring the information about product withdrawal through the fiscal data operator servicing that point of sale.

  • How to order marking codes?

    Marking codes can be ordered by an importer or manufacturer by placing information in the marking system about the commodity codes (GTIN codes in GS1) to be ordered, specifying their quantity and serial numbers, which are entered in the system by economic agents or are generated automatically. The system supplements this information with a cryptographic protection code and returns the complete generated marking code to the economic agent’s personal account or accounting system in a CSV or PDF format.
    Each marking code is unique for each commodity unit.

  • How are codes delivered?

    Codes are requested, generated and delivered in an electronic form through the web-interface of the economic agent’s personal account at https://markirovka.crpt.ru or using its accounting system (1С, SAP, Oracle, and other ERP systems) where it is integrated with the marking system.

  • Is it necessary to indicate the manufacture date when putting a tire into circulation?

    According to the draft Resolution of the Russian Government, the year and week of manufacture must be indicated (if appropriate).

  • Should I sign in to my personal account only from the computer with the qualified signature?

    The basic registration is done with the electronic signature of the chief executive officer, i.e. a person who is authorised to act without a power of attorney (e.g., a general director).
    After the registration with the system, additional authorised users (the company’s officers who also must have an EES to work in the system) can be added.

Register an encrypted digital signature for your company CEO or sole proprietor
You can obtain a digital signature certificate from one of the certification centres accredited by the Russian Ministry of Communications and Mass Media.
If you already have a digital signature, you can use it.
IMPORTANT: The signature must be issued to a person that is authorised to act on behalf of the legal entity or sole proprietor without a power of attorney and is specified in the Uniform State Register of Legal Entities or Sole Proprietors.

Install the software to work with the digital signature
The software (CIPF, token drivers, etc.) and installation & setup manuals are provided by the certification centre that issued the certificate for the digital signature.

Register in the monitoring system
To complete registration, follow the instructions:
In the window that opens, click the Register link.
In the digital signature field sel ect the company CEO’s encrypted digital signature fr om the drop-down list. The form displays the company information. If no email address displays, please specify one.

Step 1. Participant data
Data of the participant are displayed on the basis of the electronic signature, data in the Uniform State Register of Legal Entities/Uniform State Register of Sole Proprietors. If data are displayed improperly, please contact support: support@crpt.ru.
You must specify contact data and participant type.
Then perform the following actions:
  • Specify product groups you work with
  • Specify your participant types. You can select several types

Step 2. Users
Several people can work in the track & trace system concurrently. New employees may only be registered from the CEO’s personal account. To add a user, you will need their EDS certificate.
Then perform the following actions:
  • Click Add User
  • Fill in user’s last name, first name and email
  • Upload the EDS certificate of the employee being added and click Add
  • After you add all employees, click Continue
This is an optional step; you can come back any time to the step from your Profile section.

Step 3. Banking details
To work with the track & trace system, you must conclude a contract with Operator-CRPT LLC. For this purpose, you must provide your banking details.
Then perform the following actions:
  • Fill in or select from the list the name of your bank and enter the account details
  • Click Continue
This is a mandatory step to continue working with the system.

Step 4. EDF operators
The track & trace system requires mandatory electronic documents exchange between economic agents. For this purpose, e-documents flow (EDO) systems are utilised. If you have not concluded a contract with an EDF operator, you can connect to a free EDF operator—Operator-CRPT. The free plan provides only exchange of track & trace system documents.
Then perform the following actions:
  • Select the IFTS to which your company reports
  • Fill in the mandatory fields
  • If you plan to use your EDF operator’s services, select your EDF operator from the list and specify the ID
  • You can specify multiple EDF operators to work with the track & trace system

The products must be described before obtaining the codes
Full description of new products and leftover stock (13 attributes) shall be provided in the GS1 RUS personal account. Short description of leftover stock (4 attributes) shall be provided in the Chestnyy ZNAK personal account.
14 attributes for a full description:
  • Applicant’s taxpayer identification number
  • Product code (if any)
  • Full (close to registration) product name
  • The four-digit code of the commodity subgroup of the unified HS code of the Eurasian Economic Union trademark
  • Trademark
  • Tyre model
  • Tyre section width
  • Nominal ratio of tyre section height to tyre section width
  • Type of tyre carcass construction
  • Nominal rim diameter
  • Tyre load index, numerical value
  • Speed category (code letter)
  • Season (tyre types)
  • Tyre type by sealing method
In addition to the indicated information, an economic agent is entitled to provide tyre images from different angles.
5 attributes for a short description:
  • Applicant’s taxpayer identification number
  • Product code (if any)
  • Trademark (if any)
  • Tyre model
  • The two-digit code of the commodity subgroup of the unified HS code of the Eurasian Economic Union
After describing the products, you can order digital marking codes for them
Each product is given a unique digital marking code. If you have 10 identical tyres, you need to order 10 digital marking codes.
In case of ordering codes for leftover stock, please indicate it in the field ’Way of putting products into circulation’. Codes for leftover stock can be obtained until 1 November 2020.
You can import a file with an order for several items at once. To do this, fill out the template and upload it to the order management station.
An order may be rejected, in which case you can see the reason for the refusal. For example, an incorrect product code could be specified.
You can print out the final Data Matrix file with the codes on a label printer or any other suitable printer and apply the code to the products.
Remember that the ordered codes are stored in the system for 90 days.
After you have received the codes and applied them to the products, you must put the codes into circulation.
This operation is performed in the member’s personal account, In the 'Documents' section.
Products must be put into circulation in the following cases:
  • Manufacturing of new goods; code is applied before shipping the goods from the manufacturing location
  • Import of goods into the Russian Federation (In case of importation of goods into the Russian Federation from countries that are not EAEU members, they are put into circulation after passing through customs procedures)
  • Return of goods by the end consumer, if the digital marking code is lost
  • Digital marking of leftover stock
  • Re-application of marking, if Data Matrix code is lost, for instance
  • Taking goods on commission from individuals
