Track & trace for wheelchairs
On 1 September 2019, a track & trace pilot project on wheelchairs marking was launched in accordance with Decree of the Government of the Russian Federation No. 1028 dated 7 August 2019. The information system operator is the Centre for Research in Perspective Technologies which develops the state information system for track & trace of goods. The experiment will last until 1 June 2021.
Until 1 December 2019, the Ministry of Industry and Trade of Russia together with the federal executive authorities and the participants of the experiment will develop a schedule and methodological recommendations to test the full cycle of traceability of wheelchairs from production to the consumer as well as prepare for mandatory marking.
The Decree of the Government of the Russian Federation determined the list of wheelchairs that are subject to marking within the framework of the experiment:
- hand powered wheelchairs (without mechanical devices for movement), TRIEC 8713 10;
- electric wheelchairs (other wheelchairs equipped with an engine or other mechanical devices for movement), TRIEC 8713 90.
Evaluation of the results of the experiment will be carried out in stages. For hand-powered wheelchairs: until 1 December 2020, for electric wheelchairs: until 1 June 2021.
The experiment is carried out in accordance with the instructions of the President of the Russian Federation following a meeting with people with disabilities and representatives of public organisations that provide assistance to people with disabilities, which was held on 5 December 2017, as well as in pursuance of a set of measures to form a modern industry of industrial products for rehabilitation approved by the Government of the Russian Federation on 22 November 2017.
The authorised government bodies are the Ministry of Industry and Trade of the Russian Federation, the Ministry of Labour and Social Protection of the Russian Federation, the Ministry of Health of the Russian Federation, the Ministry of Finance of the Russian Federation, the Ministry of Communications of the Russian Federation, the Federal Security Service, the Federal Tax Service, the Federal Customs Service, the Federal Antimonopoly Service, the Federal Service for the Supervision of Public Health and Social Development, the Federal Service for Surveillance on Consumer Rights Protection and Human Well-Being, the Federal Accreditation Service, the Social Insurance Fund and the Pension Fund of the Russian Federation.

Registered participants will have the opportunity to participate in the project expert and working groups, the access to technical documentation and to a participant’s personal account, CRPT support on setting up processes for applying codes on products and other necessary information.

What benefit do participants get from the experiment?
The companies that decide to participate in the experiment will be the first to test the track & trace system operation. Take part in meetings of project expert and working groups. Come up with suggestions on marking of goods.

The experiment covers two types of devices for rehabilitation:

— electric wheelchairs (other wheelchairs equipped with an engine or other mechanical devices for movement), TRIEC 8713 90.
